Set Field To Mandatory based on other field value in project templates

We have added a new field in our project templates to capture a value out of a list.

This value is only required if a different field is set to a specific value. I am struggling to create a workflow that sets a field to mandatory after the other field has changed.

I have attached an image of the sequence of field changes.

  1. If this field is set to 'Onsite'
  2. This field is set to mandatory
