Permission to select custom form

I'm wondering what permission is needed to select a custom transaction form. With certain roles, for example bill credit transaction, they are not able to see what form is used, or to change the standard form to a custom form. I think there is permission in place to control that, so just need to know what permission is it called. Thanks,
