Restricting access to File Cabinet while not hindering ability to drag/drop/drop in records

Hello! I was wondering if there's a way to keep Documents and Files access, yet restrict access to the actual file cabinet? For example, a user is adding an attachment via the drag and drop to a record and may view that attachment from the record. Yet, they would not be able go directly to the attachment via the Documents navigation. Thank you!
