Default Tax Rate Based On Country

When our German subsidiary is setting up new customers, the default tax rate is not populating, even though the address entered in Switzerland. I have looked at all the tax settings and can't seem to figure out why it is not pulling in the default code set for Switzerland. Does anyone have any ideas what else I can check?
