How to generate user error page outside each transaction page.
We would like to kill the "Submit" function of the Approval Sales Orders page. (Can't block the access to the page we have to remain it because of the user's request.)
So I came up with the following control flow.
1) User presses the "Submit" button and the SO's status changes.
2) The workflow state moves to the section where user error is configured.
3) Then user error occurs and the user notices that the operation is prohibited.

HOWEVER, I couldn't generate this page so far with the above workflow configuration.
This is the point of my question.
To generate a user error page like 3) by the above operation flow, how should I configure the workflow?
