CSV Import doesn't update line item location

Hello! I need to use a CSV Import to mass change the shipping location on 150+ orders. The saved search used to identify the line items is attached (saved as an Excel file, but please know I ran it as a CSV). I ran the CSV import to update these records, but it failed to update all lines. What am I doing wrong? I have also included screen shots of the import settings used, for your use.
