File link not clickable for user

We have a user with a role that has the full permission level for Documents and Files.

However, he's unable to click a file link under Vendor Bill -> Communication -> Files

The file is listed there but it's not a hyperlink. He has view permission for bills.

I even tried adding the full global permission level for Documents and Files but that didn't work either.
