Specify a before date in saved search

Hi all

I am using the below formula in a saved search but it is not returning any results, I want it to return certain data when before a certain date:

CASE WHEN ({type} = 'Sales Credit' AND (TO_CHAR ({saleseffectivedate},'DD-MM-YYYY') < '01-07-2022')) THEN {custcol_pct_titan_cost} ELSE NULL END

It doesn't give me an error, just doesn't show any data.

Any help greatly appreciated.
