Rest API Get call to record/v1/timeBill returns Your current role does not have permission

Rest API Get call to record/v1/timeBill returns Your current role does not have permission to perform this action. I can POST a new timeBill and the role being used to call the Rest API has list permissions for TimeTracking (Full)

I have tried /employee and /locations and get the same error even though I have List locations, employees and employee record in the role's permissions.

What am I missing?
