Percent Complete > 100

Everything I can find about percent complete is related to projects. My question is related to the Items on a sales order. I have an item line created using a custom billing schedule of yearly-100. We have accepted only created 4 of the 100 annual invoices yet my % complete says 103.96.

The Item did not have a Unit defined but we did use a Term of 100. The % Complete field is not editable.

Any ideas on what might have went wrong?
