Validate Line Item Fields in a Record Using Workflow

I couldn't get past Step 17. Am I missing something here?

Also, is it possible via workflow on a Purchase Order to access (line) Item Record details? Ultimately we need to get the Shelf Life data from the Item Record via the workflow on the PO.
