Location on FAM asset proposal

I would assume that the location would follow the source transaction line, but in the following case, it didn't. Is there any reason? The screenshot shows Location SFO1, as I manually changed it to that location, but from the system notes, you can see, it was HDQ during the initial asset proposal process.
