Why is the Location on Invoice different on the Location on Item Fulfillment?

Hi expert,

I'm have scenario as follow:

  1. create SO, location on item line is "location 1"
  2. Create Item fulfillment, Location on item line is changed to "Location 2"

Once Create invoice base on item fulfillment click "bill" button, the location is not same as Item fulfillment. it should be populated from IF right? is there any missing setup ?

give an advice please
