How to resolve SCHEDULED SMS messages issues?

Our netsuite was upgraded to NetSuite Release 2022.2 on 22 October 2022 at 5:00 pm (New Zealand Daylight Time).

1- We are now unable to send SCHEDULED SMS messages to our clients. 

2-The system says that the message was sent, yet the mobile phones never receives the message.

3- We are however able to send SMS messages on the spot and mobile phones do receive them

4- It was working fine last month 

5- Could this have been caused by the new release?

In short: We are able to send SMS messages on the spot but we are no longer able to send them at a scheduled time - it says it is sent but mobile phones never get them
