Is it possible to lock/unlock Timesheets using a Custom Role?

Has anyone been able to lock timesheets for general employees (those using the Employee Center role) after a certain time (pay period end) but still allow those with an accounting role the ability to edit the timesheet if needed? I know we can lock timesheets and allow only an Admin to edit the time, but that is not the desired behavior.
