Why Administrator role cant access suiteIdeas?

I am administrator, but cant access SuiteIdeas (trying to vote for enhancement 108496).  Any suggestions? We moved to the new UI a few weeks ago, and this is the first time I have tried since.  The screen reads as follows -- but I am administrator (sadly)
