How to resolve Sticky Notes file attachment error?

I am hoping someone knows the answer. In the sticky notes user guide, it indicates that attachment is available for sticky notes. In the Sticky notes setup page, we have ''allow file attachments" checked.

When dropping a pdf file to the new sticky note window, we've gotten the following error: "Line item should be saved first before any file can be attached to it".

I have not been able to find the related article on this feature. Thanks.
