What access level of Report Customization permission cannot edit reports?

I have tried Googling every iteration of this and can't find a clear answer.

Our CFO has view-only access but I just found out he can't customize even his own reports (or standard reports).

So I want to give him the Report Customization global permission but I just need to verify he won't be able to change the fields, layout, etc. on the custom reports I own that I have shared with him (using the Audience tab, not Access tab). His access to those should remain view-only.
