How to add Intercompany cross charge at expense line in a Purchase Order?

Dear all,

I'm wondering if I can apply the cross charge "CENTRALIZED PURCHASING AND BILLING" at the expenses line "Purchase order Form" , the only available option is to apply it on the items tab

any advice / clarification is highly appreciated,
