How to Display an Error Message via Workflow?

We have some products on our storefront that Matrix items size and color. The minimum order quantity of the combination of size and color is 24 however when I add the min 24 to the parent it requires the child’s items to also be a min 24 each.

Is there a way to make it where the combination of the children is 24+ overall. 

I know Natively there might an enhancement request but is there a SuiteFlow (workflow) direction we can take? I couldn't find sublist on the return user error action.
