What is the best way to add tobacco excise to each saleable unit to show and track the tax amount?

We are in Canada and in the tobacco lane and need to add tobacco excise tax to each saleable unit. The amount of the tax is dependent on the specific unit. Please share any best practices for modifying or creating item records.
