How to start Asset Depreciation when Project is completed?

If someone knows where to set these up, I'd appreciate the assistance. I'm reviewing this capability and best practices for it. I know that depreciation can be setup to only start once a project is completed.

I cannot find where these are setup, not sure if an accounting list or if you need a special app installed.

I have read the following SA articles 104355, 19104,19107, and a lot others in the hopes of getting more information on using this field.
