How to set a minimum order amount per customer in SCA?

Hello,

We have a minimum order quantity set up for our online store.

However, we have a customer that we would like to ship free goods to as samples.

It doesn't appear we can bypass the minumum order value. I have also tried a coupon code with a 100% discount, which again errors at checkout that the minimum order has not been met.

Hoping someone might have some insight on how we can ship free orders via the website for select customers?
