Is there an Expense Mobile App recommended for 4000 users?

Looking for an expenses mobile app

We have 4000 users and 800 approvers

Any suggestion as to best expenses app to use for this number of users? As the costs appear to be massive and out of budget. ie $12 per user per month = $691,200 per year. Wow! Is there a much much cheaper expenses app that integrates with NetSuite?
