Why does Fulfillment on Create Revenue Plans On is not Available?

Hello, I created a new rule based on fulfillment. But when I create a new item, I don't see Create Revenue Plans On Fulfillment option. Advanced shipping is already turned on, and the item can be fulfilled. I'm not sure why Fulfillment is not showing as an option in the dropdown list. Any thoughts? Thank you!
