Why is Expense Allocation feature missing?

I was watching a video https://youtu.be/MiK3pJqSoKc that shows how to turn on using expense allocations to allocate JEs lines by department. Our account does not have the settings where the video says they are located. Has this information moved? I was looking to turn on the auto allocations and statistical accounts. I have a screenshot from the video below.
