SuiteTax tax registration import

Does anyone know if it is possible and how to do a mass import of SuiteTax tax registrations for customers/entities? There is a CSV import, but the State field is not available. If you don't add a state, then the customer won't appear in the dropdown when you try to add a US Exemption Certificate. There is an import for Exemption Certificates as well, but that doesn't work either without the state entered in the Tax Registration. Seems like a miss on the part of NetSuite when they built this. We have ~6000 customers and 98% of are exempt
