How can I set - All - by default for the Template Category field in the Email Message screen?

This relates to Transaction (SO/INV) - Communications - Email, screenshot below.

Template Category is required. The only category is - All -. It can't be typed in, that I know of. So I have two extra unnecessary clicks every time I email. How can I have - All - show up in that box by default?
