Why is the Revenue plan subtab not displayed for Percent Complete Revenue Rule?

As per SuiteAns for the creation of Percent Complete Revenue rule we must define certain rules under the Revenue Plan subtab. But in my NS I could not find that subtab under the Percent Complete rule. Please advice.
