Why is the new Project Manager unable to assign resources?

Hi,

Our team is having an issue with SRP.

We have imported projects, when we change the PM(project manager) on the project, the new PM is unable to allocate resources to the project.

We have;

- Suspended the workflow that limits editing projects/task/resource allocations to the PM

-We have also edited the permissions on the PM roles to "Full" when it comes to projects/project tasks/resource allocation.

Are we missing something?
