How to Deploy Custom Forms for Custom Records via SDF

We have a custom record with multiple custom forms defined for it. This record with its custom forms has been successfully deployed from a sandbox development environment to other sandboxes and to production in the past using SDF. Today, the record will deploy, but its custom forms will not. They will not deploy to another sandbox or to production with SDF.
