How to resolve unexpected error on CSV Import of the vendor-subsidiary record type?

I am trying to import tax codes on a vendor record. I'm using the Relationships import type, and then the Vendor-Subsidiary Relationship record type.

mapping is, internal id, tax code then the subsidiary and the csv fails to upload my data and the error states unexpected error occured.

I have NetSuite OneWorld so have multiple subsidiaries assigned to one vendor record, i'd like to update the tax codes for them.

can someone help me please?
