How to resolve validation Tax Registration result "Service unavailable. Please re-submit.."?

#523658 (Closed - Released): Tax Registered Vendor > VIES VAT Validation Tool Is Not Checking Invalid Country Code and Number Format
This Enhancement is now live but we still have issues with the validation of the tax registration numbers.
After entering a new tax registration number the Validation results are:
I've updated the related bundles and SuiteApps but with no result.
Anyone an idea?
