How to create Sales Tax Liability by Tax Group report?

Does anyone use the Sales Tax Liability by Tax Item report for reporting taxes in California? It is confusing as there are city/state/county rates not combined and the tax portal for entering taxable sales in California USA is not broken down the same way as NetSuite?

Does anyone have a work around to make this easier?
