Why Drag and Drop not working for Employee Center role users?

When entering expenses as a user with the role Employee Center, the drag and drop feature does not work. When the user clicks on Click for more options to change the destination folder the error "This folder does not exist or you do not have permission to access this folder." is shown.

Resolve Error: "Upload failed. Make sure you have the required permission..." when Using File Drag and Drop (custhelp.com)

has the following steps but Item is not available in the Employee Center role.

  1. Navigate to Setup > Users/Roles > Manage Roles
  2. Note: Login as Administrator
  3. Custom Role: Click Edit
