Renewal contracts not uplifting

Team -

We are going through our first renewal cycle using SuiteBilling and we have our Subscriptions set to uplift at X% for all lines. It shows on the renewal tab of the active subscription correctly, but when we create Renewal Change Orders, the new price stays the same (not 1 + X%).

Is there a step we're missing to trigger the uplift?
