How to execute workflow for department on Employee Center

I have a workflow that populates Department (header) based on custom field (Created on behalf of) which is an employee list.

The workflow executes properly in all roles except the Employee Center. (tried checking and unchecking execute as admin box). I am suspecting this has to do with department restrictions on employee center roles. Is there a fix for this issue? Thank you very much!
