Can there be a notification email whenever an account lockout occurs from failed password attempts?

When a user fails a password login 6 times and gets locked out for half an hour, is there an email that admins get notifying them of this event? If so, where can that email be configured (such as for audience)? If not, how can a notification be created to send real-time as soon as an account lockout happens?
