Shipping fee added to Invoice when it shouldn't

SO - no shipping cost 0.00

IF created from SO - returns shipping cost

Invoice created from SO - returns shipping cost (same amt as IF shipping cost)

Problem: Since the SO has no shipping cost, the IF and Invoice should also not return any shipping cost, right? But most of our invoices do, although we're not sure why.

Is there any reason for this?
