different User logins of the same Email Address is consuming only one Full License right

Hi All

If our client has to maintain separate User logins with same Email Address as there is customisation relying on the Subsidiary assigned to each Employee User. Each Employee with different User logins of the same Email Address is consuming only one Full License right?
