Use a workflow to stop users deleting lines on transactions

Hi,

Is there a way using a workflow to block users from deleting lines on a Sales Order?

We want them to be able to edit the record and adjust main line data but not line level data. I have a workflow to block most (not all) of the sublist fields however they can still delete the entire line which causes a problem.
