Is it possible to mass import Fixed Fee/Date charge full for Charge-based billing in Projects?

Hello.

Is it possible to mass import Fixed Fee/Date charge full for Charge-based billing in Projects? I am able to create time based charge rules when I import the Billing Rate Card but unable to find a way yet for Fixed Fee rules.

Any pointers?
