Unable to find Saved Search used as condition in Workflow

Hi Gurus,

We have an issue where a Saved Search set as a condition in Workflow is unable to be found.

We already tried using "se: Estimates w/ Zero Rate/s [DO NOT DELETE/MODIFY USED BY WORKFLOW]", manually searching in Saved Search list with checked Inactive and creating Saved Search for Saved Search with the same title, but all to no avail.
