Shipping with 3rd Party Customer Shipping Information

Customer has 3rd party billing setup. Values populated on the Customer, but are not populating to Sales Order, should they? or should they default to Fulfillment? I assume the values need to ultimately get to the fulfillment to work correctly?

If not, can they be workflowed or scripted to have this work to pass from customer to transaction forms?
