Add a message via workflow to vendor bill if specific account is used

I'd like to add a workflow that will give the user a popup if the vendor bill their trying to submit for approval is going to effect a specific account. My issue is that the condition doesn't seem to work, I can have a pop up always but if I enter the condition 'Account = X' it ever appears...appreciate any advise.
