Approval Workflow skipping steps.

Hi there. I'm having a little issue building my approval workflow and haven't been able to debug it.

When I click the 'Submit for approval' button it appears to be entering the pending approval step but gets automatically approved. The record isn't locked, it goes straight to being able to be received, the buttons for the listed approvers don't appear.

Does anyone know what I might be doing wrong? Happy to share more images, just not sure what's most beneficial.

In case it's something to do with basic NetSuite approval systems being enabled. (I'm not sure if those need to be turned off) I'm in an administrative role and do not have a supervisor, however I tested this on another employees account with similar effect who is not an admin and does have a supervisor.
