Saved Search created by filter working different between SB and PD

Hi Team,

We have same saved search on PD and SB.

On SB shows filter created by "mine, all, my team and list of users".

On PD shows filter only mine, all and my team, but is not allowing me to choose specific user.

Does anyone know what this could be? Why is different between environments if saved searchs are the same.
