Turn off Avatax in Sandbox

Trying to save sales orders in newly refreshed sandbox, and get this error: This Document has not used AvaTax Services for Tax Calculation. AvaTax Production credentials cannot be used in test environment(s). Transaction was not posted.

I assume it is because the avatax credentials were copied over. How do I disable this so I can save transactions in this enviornment. I am not interested in testing tax, but other functions.
