Why SDF SuiteApp fails to install on a Non-OneWorld Account with Subsidiaries requirement disabled?

I'm creating this post today because I’m facing a technical issue, one of my customers is not able to install our SuiteApp.
When installing our SuiteApp, the customer ran into a validation failed issue saying: “An error occured during validation of Custom Objects against the account. To install suitecloud project the subsidiaries feature must be enabled". The Custom Object in question is a custom role.
After looking at Netsuite documentation, I found this article: https://docs.oracle.com/en/cloud/saas/netsuite/ns-online-help/section_1500942041.html
It says we should update the required attribute of the given feature in our manifest.xml file. The thing is the attribute has already the value false so I don't understand why we have this error.
