How do I create a CSV import to update the Bin Putaway Quantities?

I am following answer id: 97872 in Suite Answers, Moving Existing Items to Bin Locations section. We already have the bin location created and assigned to the corresponding item. Now I need to update the items with the correct on hands. When I try the solution from the suite answers article, it says the import is complete without any errors, however the on hands do not update.
